A project stuck at 80% for months is no longer measured by that number

When a project has been 80% done for months, the number has stopped measuring the project, and you are paying for it every month it holds.

A percentage is only as good as what it counts. The first 80% of a software project is the part that demos well: screens, buttons, the order that goes through cleanly. The last 20% is everything that touches your real business. The odd order, the customer with two addresses, the import from the old system, the report your bookkeeper actually needs. That is where estimates go wrong and scope keeps moving, so it keeps not finishing.

The status meeting stays green because it answers the question it was asked.

Ask a different one. What can a customer or an employee use today, with real data? What date does the next usable piece land, and who outside the project team signs off that it works?

If the answer to the first question is nothing, the project has not shipped, whatever the percentage says, and every month of delay is now part of its cost.

The second answer gives you a date and a test. Hold the next status meeting to both.
